Julie Hughes currently serves as Markez Inc. Country Manager in Iraq. She has over 26 years of program management experience – including several years in Iraq. Ms. Hughes has also led projects in Kenya, Egypt, Iraq, Libya, Malta, Namibia, Angola, Malawi, Zimbabwe, Swaziland, Lesotho and South Africa. Ms. Hughes has designed, developed, implemented, and evaluated numerous multi-million dollar U.S. Government-funded programs and managed teams as small as 3 and as large as 130 across a diverse array of environments. Ms. Hughes has built and maintained effective nationwide programs in several conflict-ravaged and politically charged environments. Ms. Hughes also has extensive experience in public opinion research, designing and analysing numerous marketing and research initiatives to assist political actors in targeted voter outreach in the United States, Iraq, Libya, Egypt, Zimbabwe, Swaziland, South Africa and Angola.
Most recently, she served as Chief of Party for the Internal Foundation for Electoral Systems in Kenya, and prior to that she was Country Director for the National Democratic Institute in Libya and Egypt, implementing large U.S.-supported programs to strengthen political pluralism and effective governance. She is an experienced trainer and has organized and conducted hundreds of events, conferences, seminars and training sessions for thousands of individuals including government ministers, political party leaders, Members of parliament, parliamentary and political party staff, and civic leaders.
Prior to her international work, Ms. Hughes worked in the United States Congress for more than 8 years supporting the legislative and political efforts of several former Democratic Members of Congress, including: Senator Brock Adams, Senator Carl Levin, Senator Frank Lautenberg, Senator Max Baucus, and Congressman Sam Coppersmith.
Ms. Hughes holds a Bachelor of Art in Political Science from Wayne State University in Detroit, Michigan.
